Marine Technical Lead

The role of a Marine Technical Lead (MTL) is primarily to provide specialist maritime support to the VIVO Energy HSSEQ Assurance Framework and to add value to the marine logistics activities of all operating businesses in Africa including the jetties activities of the own assets, Joint Ventures and third parties whilst managing and advising on all aspects of the ship/shore interface, including, commercial and risk management issues.
Another purpose of the MTL role is to monitor and assess the effectiveness of shipping and waterfront operations, advise on new maritime related regulations, projects, procedures (including handling for specialist cargoes) and to manage all aspects relating to marine matters appertaining to the safety, environment, commercial and third-party issues.
Additionally, as an MTL, I conduct 3rd party marine terminal and some vessel inspection (Barge) and will represent the maritime interest of VIVO Energy at regulatory authorities, external bodies and within relevant industry associations, committees/working groups.
Furthermore, I provide the source of maritime expertise and has accountability to the business manager, freight operators, asset managers and commercial operational services for all maritime related advices.

More Specifically, My Responsibility Include

  • Advise in all elements of the HSSEQ Framework.
  • Support businesses in developing standards and procedures for local Marine operations.
  • Advise Learning & Development department on marine related training standards.
  • Advise HSSEQ departments in relation to incidents investigations and marine related issues.
  • Advise Assurance Managers regarding marine related audits.
  • Advise on maritime aspects in projects to shipping, operations, new builds etc.
  • Support Business Opportunity Managers and Business Excellence teams with maritime related elements.
  • Advise and support leadership on crisis and marine emergency response including organizing and implementing training and exercises to test the effectiveness of marine emergency plans.

Marine & Black Oil Depot Manager

The work consists of:

  • Work with delivery service providers to ensure all VIVO Energy Group standards, including HSSE standards, are consistently complied with.
  • Provide technical and operational expertise for the management of service performance for all related product supply, storage and distribution activities with internal service providers.
  • Provide technical advice, support for sales team within Mauritius and for customers on product specifications, applications, performance, regulations, and other operations, technical & HSSE matters.

  • To ensure that all activities associated with the receipt, storage and distribution facilities are carried out according to the group recommended procedures and standards in Operating, Quality and Safety manuals and in accordance with local legislation pertaining to Occupation Health and Safety.
  • To ensure that Emergency Procedures regarding Fire Fighting, Oil Spill and Medical Emergencies are up to date, regularly rehearsed and personnel trained accordingly.
  • To prepare and review the yearly operating budgets for Barge, Causeway & Fort William Depots.
  • To ensure that stock control procedures are in place and being adhered to in order to safeguard the company’s stocks and minimize losses at the depot.
  • In collaboration with the Terminal & Operations Manager and Engineering Manager, to ensure all tanks, pipelines and equipment are maintained or replaced in order to comply with legal requirements and Group Standards.
  • Ensure that toolbox talks and HSSE sub committees for the depots are regularly held, documented and actions taken to eliminate/reduce identified risks.
  • Ensure that all personnel working at the depots are properly trained.
  • Set SMART annual Targets for all direct reports and carry out individual appraisal by midyear and at year-end.
  • Supervise work carried out by contractors at the depots and issue work permits.
  • Coordinate tanker discharge operations and ensure that operations are carried out according to group standards and procedures.
  • Product Quality Management (implementation of FOQAS, management of product quality incidents and claims, management of product quality dispensations)
  • Ensure the product quality is closely monitored as per FOQAS manual and that only on spec product is delivered in bunkering lines and gantry
  • Ensure that all product quality control procedures are strictly adhered to and that compatibility test are carried out before mixing two different batches of fuel oil.
  • Ensure proper housekeeping at the depots and on barge.
  • Coordinate with marketing for depots operations linked to bunker activities.
