  • Supervise and motivate group of four investigators at the National Human Rights Commission (NHRC), that includes the Human Rights Division (HRD) and the National Preventive Mechanism Division (NPMD)
  • Plan and supervise the investigative operations of the NHRC.
  • Prepare work schedules and assign cases to individual investigators.
  • Supervise investigative and inspection teams by enforcing reporting protocols and deadlines.
  • Train team members in investigative techniques and policies.
  • Deliver talks and lectures on human rights to various stakeholders, including NGOs, governmental organisations and the public at large, mainly through the Citizen Advice Bureau (CAB)
  • Both divisions of the NHRC have been regularly achieving a combined annual resolution percentage above 80%.

The investigator's duties include, but is not limited to, the following:

  • (1) Organise the complaint handling process and investigate complaints lodged before the Commission. I handled complaints for the Human Rights Division (HRD), the National Preventive Mechanism Division (NPMD), and the then Police Complaint Division of the NHRC (PCD). My investigative techniques required the following: (a) Monitoring,recording, and evaluating complaints against public officials or bodies respecting violations of human rights, including complaints against Police Officer in discharge of their functions; (b) Issuing summons to respective parties (complainants, respondents and witnesses); and (c) Calling for the production of documents and/or exhibits;
  • (2) Visit locus of incident, including death of any person in places of detention, including police cells and prisons
  • (3) Organise hearings and private interviews, including applications under Section 19A of the Criminal Appeal Act that deal with applications to Court for review and trial
  • (4) Liaise with relevant stakeholders, including the Court, the Commissioner of Police, the Commissioner of Prisons, ministerial bodies and any other bodies as directed by the Commission
  • (5) Handle grievance procedures, including informing members of the public on the mandate of the NHRC and advise them accordingly
  • (6) Train newly recruited Investigators and work under the supervision of the Chairperson of the NHRC to ensure that investigation techniques adhere to best practices within the human rights community
  • (7) Organise and deliver lectures to sensitise the public on human rights issues, including CAB offices, governmental bodies and educational institutions
  • (8) Carry out legal research and drafting, including collecting, compiling and computing data for the NHRC's Annual Report and periodic reporting on Statistics to the Parliament
  • (9) Attend and participate in workshops and forums (local, regional and international)
  • (10) Liaise with existing mechanisms to ensure the State of Mauritius meets its reporting obligations, including the National Mechanism Reporting and Follow Up (NMRF) platform
  • (11) Represent the Commission and/or swear in information before the Court
  • (12) Deliver lectures to police officers and prison officers
  • (13) Perform any other duties directly related to my main duties as instructed by the Chairperson of the NHRC, including unannounced inspections and visits outside working hours during the weekend.
